LBJ Presidential Library & Museum

The challenges surrounding this project were significant from the beginning. The LBJ Presidential Library itself is a federal building, while areas outside the building fall under the jurisdiction of the University of Texas. That meant the project required careful coordination among multiple parties before roofing work could even begin.

After a lengthy negotiation over the scope of work with the general contractor, an agreement was reached and the project was scheduled to begin in late summer 2018. The delay, however, pushed mobilization into Longhorn football season, when much of the area surrounding the Library was committed to tailgating and game-day activities.

After the final home game in late November, Ja-Mar Roofing & Sheet Metal was finally able to set the crane, deliver materials, and mobilize the project. Almost immediately, another unexpected obstacle arrived: a federal government shutdown.

Once work progressed, the project required a GAF 80 Mil TPO Extreme fully adhered roofing system designed to be solar ready, an R-30 tapered insulation system, custom 16-ounce copper flashings with stainless-steel cleats and fasteners, and a separate polyurethane foam roofing system with GAF Diathon coating over the Oval Office dome.

Despite the unusual scheduling, access, jurisdictional, and construction challenges, the project moved forward on one of Austin’s most recognizable federal properties.
